Career
Smith was appointed a district judge by then-U.S. President Ronald Reagan in 1988. He was elevated to Chief Judge in 2001 until he was nominated by President George W. Bush to the Court of Appeals for the Third Circuit in 2002.
Smith served as a Chief Judge in the third circuit until 2021 when he became a senior judge. Smith was bestowed the Distinguished Alumni Award in 2017 by Pennsylvania State Alumni Association. He also served as a trustee at Saint Francis University in Pennsylvania. With 65 years on the bench, Judge Smith received an Honorary Doctorate of Humane Letters from Mount Aloysius College.
