He was victorious in the November 1974 state election after beating N. Warner Lee to become Arizona’s Attorney General.
After incumbent Arizona Governor Wesley Bolin died in 1978, he succeeded in becoming the 16th Governor of Arizona. He stayed in office until 1987.
His notable works as governor include creating Arizona’s Department of Environmental Quality and Department of Water Resources, the passage of the “Arizona Groundwater Management Act of 1980,” and significant expansion works on the state’s park system.
