Garrett was born in Missouri's Saint Joseph. Her mother managed a department that sold sheet music. She received a full scholarship and enrolled in the Annie Wright School in Tacoma, Washington. Others encouraged Betty to think about a career in theater after she performed in ‘Twelfth Night’ during her senior year.
